Mr.Kazıcı graduated from Ankara University Faculty of Political Sciences. He worked as a tax auditor at Finance Ministry between 1977-1991. He studied master of economics at Vanderbit University in USA. He was a member of the board of directors at Ankara University European Community Research and Implementation Center between 1987 –1988. He leaded Department at Finance Ministry General Directorate of Revenues between 1991-1995. He undertook a role as a member of the board of directors and General Accountancy at Türmob between 1999 - 2000. Being elected as the Head of Ankara Chamber of Sworn Financial Advisors in 2006, he carries on this task. He speaks English.
